Toronto City Council: private trash contractors failed to save taxpayers money

Report says system hasn’t saved any money and leaves city as one of few ‘big cities’ without a waste-pickup contract

Private trash haulers were supposed to save Toronto taxpayers millions of dollars. Rubbish, suggests a new report.

The report, by City of Toronto Research and Policy Analytics (Cringa), concluded the private haulers have failed to save the city any money.

“The annual savings from the deal are minimal, very small … and to date, are completely inadequate to cover the cost of the contract,” according to the report.

The report found no “waste or general contractor cost savings” after six years of using private haulers, and found the system leaves the city as one of the “big cities” without a waste-pickup contract.

“This shows that the city has not saved any money by outsourcing its disposal services, and other waste haulers are only being provided with increased revenues due to the surging waste and disposal business in Toronto,” the report said.

The system is currently the subject of several probes, including one by Ontario’s public sector integrity commissioner and another by Toronto police fraud squad.

Both the integrity commissioner and the fraud squad are still investigating to determine whether the city mishandled a bidding process and the procurement of waste-collection contracts.

A number of former city officials were recently suspended from their jobs amid the investigations, including a top aide to then-mayor John Tory. Tory has since resigned.

Last month a former president of Solid Waste Solutions Canada, John Lewandowski, pleaded guilty to overbilling the city for jobs-related benefits and fraud.
